They kept records of everything they did.
Somebody's home. Somebody's church. Somebody's name in a file marked 'no further action.'
The foundations held meetings. The security firms logged the footage. The city signed the permits. Nothing was investigated.
Memos routed to people who no longer work there. Inspection reports with rooms that don't appear on the floor plan. Surveillance footage with two-minute gaps no other camera experienced. Procurement records for work orders that were never filed. Photographs pulled from annual reports and stamped 'do not reproduce.'
None of these records were compiled by an investigator. They were filed by the institutions themselves — foundations, security firms, municipal agencies, legal offices — across seven decades. They were not meant to be read together.
